1. The Securities Exchange Law (20/2013) was enacted on 31 July 2013, to establish a systematic Capital market in Myanmar, to protect investor through rules and Laws and to regulate market participants such as Public Companies, Securities companies and Stock Exchange..
2. According to Chapter 3, Article 4 of this Law, the Securities and Exchange Commission of Myanmar (SECM) was formed with Notification No. (64/2014) dated 19-8-2014 issued by the Union Government. The Deputy Minister of the Ministry of Finance is chairman of SECM which has seven members. According to that notification, the Chairman and Members of SECM are as follow:
Daw Khin Lay Myint holds a B.Econ (Statistics ), degree from the Yangon University of Economics, Diploma in Accountancy from MAC and Diploma in Economic Planning from the Yangon University of Economics. She is retired Deputy Director General of Budget Department , Ministry of Finance where she worked for 40 years.
U Htay Chun holds B. Econ (Statistics) and Diploma in Economic Planning from Yangon Institute of Economic and Registered Lawyer from Ministry of Education . He is retired Deputy Director General of the Directorate of Investment and Company Administration ( DICA ). He has 38 years’experience as government officer, 22 years’ experience in Planning Department and 16 years’ experience in Directorate of Investment and Company Administration (DICA) under the Ministry of National Planning and Economic Development.
U Thein Myint holds B.Com (Industry and Trade) degree from the Yangon Institute of Economics and is a Certified Public Accountant. He is a retired Deputy Director General of Office of the Auditor General and State Auditor General of Shan State. He has 42 years experience as public sector auditor. He also got Diploma in Managerial Control and Management Information Systems from RVB (International School of Management – Maastricht, the Neltherland.
Daw Tin May Oo holds a B.Econ (Agriculture Economics) degree from the Institute of Economics, a Master of Development Studies (MDS) from The Hague, The Netherlands. She is retired Dy. Director of Project Appraisal and Progress Reporting Department where she worked for 27 years. Since 1996 she was assigned to Myanmar Securities Exchange Center Co., Ltd. (MSEC) to start-up the capital market development in Myanmar. She worked for 18 years as Board Secretary cum Deputy Director and Executive Director in MSEC. She also engaged in drafting of the Securities Exchange Law and the Securities Exchange rules.
U Kyi Zin Tun holds a Bachelor’s of Science(B.Sc), Physics from Yangon University, a Master of Public Administration and Postgraduate Diploma in Economics from Yangon University of Economics, and a Diploma in Accountancy from Myanmar Accountancy Council. He worked as Deputy Head of Office and Assistant Secretary of the Union Ministers’ Office of the Ministry of Planning and Finance, Union Government of the Republic of the Union of Myanmar from 1992 to 2016. From 2016 to 2020, He worked for Pension Department of the Ministry of Planning and Finance as a Deputy Director General. Starting from January 21, 2021, he is working for the Office of SECM as a Director General and Secretary of the SECM as well.
Daw Nwe Nwe Win holds a B.Com, degree from the Institute of Economics, Diploma in Accountancy from Myanmar Accountancy Council, Registered Lawyer from Ministry of Education, Diploma of Computer Science from University of Computer Studies, Yangon and Diploma of Policy Science from Saitama University, Japan. She served as Director-General of Budget Department, Ministry of Planning and Finance from 2015 to 2018 and retired in 2018. She has 37 years experience as government service. She worked as a Public Finance Management and Budget Advisor at Budget Department from August 2019 to December 2020.
