Chairman Message

The office of the Securities and Exchange Commission was opened on 24 February 2015 and endeavored to open the first-ever Yangon Stock Exchange in Myanmar.

Although the Yangon Stock Exchange was successfully opened on 9th December 2015, the First Myanmar Investment Public Co., Ltd (FMI) could start shares trading on 25th March 2016 over two months of opening Yangon Stock Exchange.The second listed shares trading of Myanmar Thilawa SEZ Holdings Public Co., Ltd (MTSH) was started on 20th May 2016 and the third listed shares trading of Myanmar Citizens Bank Ltd. (MCB) was started on 26th August 2016 , the fourth listed shares trading of First Private Bank Ltd (FPB) was started on 20th January 2017

History

1. The Securities Exchange Law (20/2013) was enacted on 31 July 2013, to establish a systematic Capital market in Myanmar, to protect investor through rules and Laws and to regulate market participants such as Public Companies, Securities companies and Stock Exchange..

2. According to Chapter 3, Article 4 of this Law, the Securities and Exchange Commission of Myanmar (SECM) was formed with Notification No. (64/2014) dated 19-8-2014 issued by the Union Government. The Deputy Minister of the Ministry of Finance is chairman of SECM which has seven members. According to that notification, the Chairman and Members of SECM are as follow:

Commission Member

Professor U Lay Kyi (Ph,D.) started working as instructor at Department of Statistics, Yangon University of Economics in January 1976. Served as a professor from 2005 to 2012. He served as Pro Rector of Yangon University of Economics from 2012 to 2014 and retired. Before retiring, published (25) academic research papers (domestic/ International). From 2014 to 2015, he served as a National Consultant at the Ministry of Education.

Daw Thin Thin Aye obtained LL.B degree from the Yangon Arts & Science University in 1980. She entered the prosecution service as Law Officer Grade IV in 1982 at the then Central Law Office of the People’s Council of Attorney and promoted up to Deputy Director General of the Union Attorney General’s Office now call Ministry of Legal Affairs. During her legal services she had experienced with the areas of Prosecution services on Criminal and Civil litigation, General Legal Advice, and Administration of Justice, especially on Legal Training. She also exposure with legal training services not only in domestic but also abroad training, such observed on Japanese legal system and Japanese legal training system on Prosecutors, Lawyers and Judges under the JICA program, and also, she had trained the project of relating to Myanmar legislative development program. And she also involved with the Myanmar  Law Information System Development and got the training at Seoul, Korea at for that purpose. She was visiting Lecturer of the Business Laws to the Diploma course of Accountancy which is conducted by the Auditor General’s Office not only, but also lecturer and Head of Training Department of the Union Attorney General’s Office to the training of the freshers’ Law Officers of new recruitment and Refresher Course of the Senior Law Officers, Seminars and Workshop of the Attorney General’s Office joint conducted with International Institutes and Organizations. She got the Attorney General’s Award 3rd Class in 1995 and 1st Class in 2015, and she had 36 years good law Officer’s services until she retired at 2018.

U Thein Myint holds B.Com (Industry and Trade) degree from the Yangon Institute of Economics and is a Certified Public Accountant. He is a retired Deputy Director General of Office of the Auditor General and State Auditor General of Shan State. He has 42 years experience as public sector auditor. He also got Diploma in Managerial Control and Management Information Systems from RVB (International School of Management – Maastricht, the Neltherland.

Daw Tin Tin Ohn holds B.Econ (Statistics) degree from the Institute of Economics and Diploma in Accountancy from Myanmar Accountancy Council. She served as an Auditor of the office of the Auditor General from 1983 to 1988. From 1988 to 2016, she worked for Budget Department, Ministry of Planning and Finance, and worked as a Deputy Director General from 2014 to 2016. Starting from 2016, she worked for the office of the SECM as a Director General and Secretary of the SECM and retired in 2021. She has 38 years experience as government service.

U Kyi Zin Tun holds a Bachelor’s of Science(B.Sc), Physics from Yangon University, a Master of Public Administration and Postgraduate Diploma in Economics from Yangon University of Economics, and a Diploma in Accountancy from Myanmar Accountancy Council. He worked as Deputy Head of Office and Assistant Secretary of the Union Ministers’ Office of the Ministry of Planning and Finance, Union Government of the Republic of the Union of Myanmar from 1992 to 2016. From 2016 to 2020, He worked for Pension Department of the Ministry of Planning and Finance as a Deputy Director General. Starting from January 21, 2021, he is working for the Office of SECM as a Director General and Secretary of the SECM as well.

Daw Nwe Nwe Win holds a B.Com, degree from the Institute of Economics, Diploma in Accountancy from Myanmar Accountancy Council, Registered Lawyer from Ministry of Education, Diploma of Computer Science from University of Computer Studies, Yangon and Diploma of Policy Science from Saitama University, Japan. She served as Director-General of Budget Department, Ministry of Planning and Finance from 2015 to 2018 and retired in 2018. She has 37 years experience as government service. She worked as a Public Finance Management and Budget Advisor at Budget Department from August 2019 to December 2020.

  • (ဃ) လက်ခံရရှိသော သတင်းအချက်အလက်များကို ငွေချေးသက်သေခံလက်မှတ်လဲလှယ်ရောင်းဝယ်ရေး ဥပဒေ ပုဒ်မ (၁၄)နှင့်အညီ စုံစမ်းစစ်ဆေးရန်အတွက် အသုံးပြုပါမည်။
  • (င) ပေးပို့သော သတင်းအချက်အလက်များ(သို့မဟုတ်) သတင်းပေးပို့သူ၏ ပုဂ္ဂိုလ်ရေးဆိုင်ရာ အချက်အလက် များကို ပြင်ပသို့ မပေါက်ကြားစေရန် တာဝန်ယူဆောင်ရွက်မည်ဖြစ်သည်။
  • (စ) ကော်မရှင်သည် ဈေးကွက်တည်ငြိမ်မှု ပျက်ပြားစေသည့် လုပ်ရပ်များအား ကာကွယ်တားဆီးရန်၊ စုံစမ်းစစ်ဆေးရန်နှင့် အရေးယူဆောင်ရွက်နိုင်ရန်အတွက် ငွေချေးသက်သေခံလက်မှတ်လဲလှယ်ရောင်း ဝယ်ရေးဥပဒေပုဒ်မ(၄၉)ပါ တားမြစ်ချက်များနှင့်အညီ အရေးယူဆောင်ရွက်သည့်အဖွဲ့အစည်းများ၊ ဘဏ် များနှင့် အခြားသော အာဏာပိုင် အဖွဲ့အစည်းများသို့ သတင်းအချက်အလက်များ ဖြန့်ဝေဆောင်ရွက် ပါမည်။
